For some cable modems, Any easy way to check the Speed Limits that your Cable ISP is putting on you is to view properties of the cablemodem (much like you do with a Linksys Router etc...).
On my Motorola Surfboard (from ATTBI/Comcast) I can access my cable modem's html status pages by opening up a web browser and going to http://192.168.100.1
(the default IP they give their cable modems). Going to the "signals" menu it shows my "maximum" download speed is set to 1800000 bps (ie 1.8Mbps) and upload to 256000 bps (ie 256K)
your mileage may vary

Comcast wanted to increase my rate to $60 as well, but I told them I wanted to cancel, and miraculously they found a better deal for me: $56 - including internet & standard cable

Well, my download still sucks but I haven't tried the "new" upload speed. Then I first got the modem I was getting crazy fast speeds (i.e. 600Kb/s). Now I'm capped at 180Kb/s but amazingly I pay the same high price. I don't really understand how the price and speed fluctuates around the country. Where I live we pay $44.99 a month for cable modem access from Comcast.

Out here in Berkeley, CA, Comcast is taking over ATTBI.....and jacking up the price to $60/month from $45 if you don't get their cable TV service as well. arrrrrgh.

Unplug your modem and replug it back in and you might see the speed increase. This worked for me.

Ok, here's an update from my end in baltimore, md.
actually i live in howard county. i was measuring around 124 upstream last night. i power cycled my modem and measured again. 240kbs WOOHOO!
Some amy need to do this to realize the change in upload speed. I confirmed with my old manager that works at comcast, at least my area should be getting 256 upload. if not call in and complain

IMHO 256 kb/s is still pathetic but oh well.
