Norton comes with wipe. Don't know how good it is, but there is a government setting which is more intense and take much longer. I could not rocover anything from it, using a relative's copy of lost and found.
I can't confirm this but I would think one of these diag programs for hard drives that write and read to every cluster would probably do the same thing.
Norton has a diskedit and it allows you to write 0's a sector at a time.I have done it to recover a disk that had bad boot sectors. Norton Systemworks 2001 pro has it.
