Complete PC upgrade.

My C2D/R4850 started artifacting recently. (I keep getting green/yellow squares all over the screen.).Is my vid card giving up?
It's been almost 8 years that I am using this setup.

I am considering a complete up-gradation (all components except Tower/PSU) and would like some assistance from the members here.
My budget is around Rs 50000 i.e around 800$. I live in India.
Just a few months back I replaced my CPU box with a Cooler Master K380 Mid Tower with CM Extreme Power Plus 700W PSU. (So this looks to be good.)
What's the best components that I can opt for in the above budget?
In terms of vid card I was leaning towards R9 280X, but saw many threads that talked about Artifacts and flickers problems.
Since I will be getting the card from US, RMA is out of the question if I get a faulty piece.
Are there lot's of issues with 280X?
If I end up getting a 280X, will the PSU be sufficient?
270X seems tempting (I can use the extra 100$ that I can save on some other components), but would you recommend it over the 280X considering my budget?

Sorry...Just saw 'NOTICE - PC builders, when asking for input on YOUR projects Please Tell us...'.
Few additional points : System will be used Purely for gaming (FC4, Wolf-TNO etc)), Not planning on overclocking.Components will be used as is (Just plug and play).
Will also be needing help on the best/largest monitor that I can accommodate within that budget.

You mentioned getting a GPU from the US. Would you be able to get the other components from a US store as well?

You already have the big/heavy parts taken care of (case and PSU), so a CPU, mobo, GPU, RAM, SSD, and HDD shouldn't be too much to carry. The only questionable part in that list would be the motherboard, the rest are all smaller and lighter than the GPU.

Thanks...but the crazy thing is that barring the gfx card price the rest of the components seem fairly comparable...(there is some difference but not much).
270X price here is around 300 US $ while 280X is around 420.
Plus all I can install is a gfx card...I am not at all comfortable with assembling the entire rig on my own .
Regarding monitor : will a 24" monitor really provide that much a bigger view able area as compared to a 21.5" one?
I am asking this since the price difference is almost 100$.

One minor point and one question. First, no matter what graphics card you choose there is always the chance you get a bad apple. It sucks and it's rare, but what are you going to do if you get a non-functioning card if RMA is not an option?

As for the question, what are you doing with the other parts? You make it sound in your original post like you want to upgrade all of the internals, but then you say all you can install is a graphics card. I'm not sure exactly what help you're asking for here.
