Complete soundproofing of wall possible?!

You know what I would do? Go to a local university and inquire about how the piano practice rooms were designed. Those are impressively sound proof for being so close together.

For new construction, use a 2x6 plate and 2x4 studs, or a 2x8 plate and 2x6 studs. face one stud to one edge of the top and bottom plates, move over a half sheet and face the other stud on the other edge of the plates.
This isolates the wallboard in one room from the other. Insulate well and it will be as quiet as possible with conventional materials.

Yea, but his situation is a retrofit so that method probably isn't an option and the wall he is most concerned about is an exterior.
