Computer doesn't boot

Hi, I've just purchased new parts for a computer. However, upon plugging everything and trying to start it all I get is a bit of movement from the Case fan and a jerk from the CPU fan.

I have tried to systematically remove the GPU/RAM/HDD etc without any success.

When I first plugged in the PSU and turned on the switch I got a bit of a bang, all the onboard LEDs lit up and the fans spinned a little when I tried to power it.

Also, oddly I get the exact same thing whether I try the power on button with the PSU switched on or off and the onboard power LED stays on as long as the ATX power connector is plugged in.

The specs are as follows:

ASUS P8Z77-V LX
Intel i5-3500k
Corsair 8GB 1600Mhz
ATI HD 7950 3GB
Corsair TX650w PSU

Disconnect PSU from wall outlet and press case power button for ten seconds. Remove mobo from case and place on cardboard or large anti-static bag. Reseat the CPU, install just one stick of RAM, remove the graphics card, connect monitor to onboard VGA, clear CMOS to reset BIOS to default settings, reseat all power connectors, reconnect PSU to wall outlet and test for boot.

What?? was everything connected properly.

Wait, so if the PSU power switch is OFF, and the ATX power connector (which one, the 24-pin or the ATX12V 4/8-pin one?) is connected, then the onboard power LED stays LIT?

The PSU switch should be a hard switch, the PSU should not send any power to the motherboard if it is switched off in the back. If it is providing power, then the switch is bad/shorted, and you should not use that PSU.
