Computer not starting

I am building a computer for a friend and I am having troubles getting it to start. I am positive that everything is connected properly, the power supply is set to 115(I live in USA), and the power supply is turned on. I sent the first motherboard back thinking that it was broken and I now have a new one. When plugged into the wall, the green LED on the motherboard turns on. When I press the power button, nothing happens. No lights, no fans, no noise or anything; it does nothing. Is there anything I can test or does anyone have any suggestions? Could I have gotten a bad PSU? I am planning to test the PSU tonight when I go back to my place where I have a working PSU, in the meantime is there anything that I can try?

Specs:
Thermaltake Case
Thermaltake 500w PSU
i5-3570k
Asus p8z77 v-lk mobo
8gb of corsair RAM
EVGA 550ti
Standard sata hard drive and sata disk drive

Update:
When I first connect the power supply and press the power button on the case, the LED lights in the case fan turn on for half a second then turn off. If I press the power button again, they won't flicker. To get them to light up again (only for half a second) I have to disconnect the power supply and reconnect it. Does this mean a bad PSU?

First things first: pull everything out of the case and set the motherboard on a non-conductive surface.

Then ensure that you only have the CPU and one stick of memory installed in the board.

Then connect the 24-pin ATX and 8-pin EPS12V connectors to the board.

Then connect the case's power button to the power button header on the board.

Then make sure the PSU is plugged in and its power switch is flipped to the "on" position.

Then press the power button.

If nothing happens, disconnect the case's power button and connect the case's reset button to the motherboard's power button header.

If nothing happens, try a different memory stick.

If nothing happens, unplug the PSU from the mobo and jump the green wire on the ATX connector to any black wire.

If nothing happens, you have a bad PSU.

Let me know after you've gone though those steps and we'll postulate further.

You could also try this first if you want, because if the PSU is dead nothing else is going to matter right now.

That's very true. I was going for least risky to most risky though. jumping the wrong two pins could have an undesirable outcome.

I have yet to see a DOA PSU, though. Normally, mobo, RAM, video card or sloppy assembly is the culprit.

Fair enough. I just figured pulling out the motherboard (while a good troubleshooting step) is more involved than jumping the two pins.
