I recently upgraded my computer from an intel 4770k to a ryzen 3700x(straight mobo,cpu,ram replacement). The upgraded system works fine.

I wanted to use the 4770 to replace an old i7-920 system I had laying around, however after transplanting the motherboard, CPU and ram into the 920 case the system refuses to turn on. I press the power button the fans spin a bit then it immediately shuts off. The system doesn't stay on long enough to throw an error code.

Is it likely that old PSU doesn't have enough power despite being a 1000w unit? I did notice there is a huge difference in aperage on V12.

Is the older PSU "Haswell Ready"? Back in the Haswell days, Intel introduced a new low-power state for the CPU, 'C6' I think it is. More modern PSUs can cope with an almost-zero load on the +12V line, due to the CPU in power-save state, but older, especially group-regulated designs, may flip out and trip some sort of protection when the CPU goes into the low-power state. Some motherboards have settings to disable C states, etc., or a specific power-supply setting. (My H81 board from Gigabyte had a setting for PSU "dummy load".)

Another possibility is, if you have a discrete GPU and a case fan or two tied to the +12V line, then this shouldn't be a problem, and you should check elsewhere. The PSU may just be giving up the ghost as well, if it's old.

Edit: It could also be a short against the case or standoffs. When you transplanted the motherboard, did you CAREFULLY check to make certain that the existing standoffs all matched up properly? If there's an extra one under the board shorting it out to the case somewhere, you could also get that behavior.

The older PSU is definitely not "Haswell ready" as it's 9 years old.

You might have only bought it 9 years ago, but that unit was actually released in 2007. Haswell was released in 2013, so not very surprising that it could have issues with modern platforms / power needs / specs.

That's kind of what I was figure.
It's been so long I forgot about the power changes with Haswell and later CPUs.
Oh well I'll just buy a new PSU.

what C States do I need to disable?

I guess I ordered a new PSU but I had no need to. A good Seasonic 620W Bronze in the house, but I got some random power off. And looks too much like this, as the leds on the motherboard are on in thus "shutdown".

I want a low power system, but if needed, I can try using some GPU to force a load on PSU. I found the dummy load on the bios but I think I enabled it and was not a solution

Those are 7-8 years old PSU's. One XFX 550W and the Seasonic 620W, both bronze rated. I always thought they were broken ...
