Computer turns back on when shut off

ok, i am working on a computer that will not shut down. here is a description:

win 98
p2 ? bx chipset
uses network card for inet connection

This cpu will not shut down no matter what, even if i try to do it manually (push button in). It does shut off for like a second, but then it boots back up again. i havent been able to look inside of it yet, but need some advice. i was thinks it might be power supply, but dont want to have to rma if not needed, please help

Disable Wake On Lan (WOL) in bios.

check that the voltage select switch is in the right position on the power supply.

double-check your led/button header connections for strays

Check this registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown

Make sure it reads-- FastReboot "0"

If this is set to anything other than "0", it will continue to reboot...

There is an issue with windows 98 where it will do this. I can't remember what install causes this to happen. I know there is a fix out somewhere for it. My computer does this but it doesn't bother me all that much. As for getting it to shut off, you have to hold in the power button for about 5 seconds, its a drawback with ATX power systems.
