Computer won't accept any USB device

My friend's computer always refuse to boot into windows if there anything pluged into the USB ports. It is a Ecs P4VXASD2+ V5.0 and I used newest VIA 4-in-1 driver. Is there any to fix the problem besides no using any USB device at all?

more specifically,
for the hp printer, it would boot into windows with the printer connected when the drivers is not installed
for the usb wireless card, it would boot into windows without the drivers
same for the mouse, it would boot into windows the first time it is connected (no drivers installed), therefore I am using an PS2 adapter for that same mouse now

Yes, device works perfectly in windows (before any restarting), it's just that it won't boot into windows after that

out of the ballpark but maybe it's set to boot off a usb device on the bios?? can't of another reason why sorry.

I double checked boot order in the BIOS, it is correct that HDD is set to be the first boot device.
The computer can actually boot up properly even into safe mode.

What OS? I had problems with my Win98se install, on my MSI KT4V-L mobo (KT400/8235), using the newest Via USB 2.0 drivers ver. 2.58. If they were install, the machine would just hang at the black screen just before Win98se shows the desktop. I found the ver. 2.54 drivers at, I think, Soyo's web site, and installed them, and no problem. Maybe that might help?

Turn off any USB emulation. Including for the mouse, keyboard, etc.
If you have a setting for wake on USB anything, disable it, including WOL.

I did that. It won't boot into windows unless I turn USB completely off.
BTW, I don't think that mobo has USB 2.0 support.
