Computer won't post

I went home for lunch, and the computer was off. Turned it on, fans spin for about 1 second, then nothing. I press the power button on the front, and nothing.

I turn off and on the rocker power switch on the power supply. It makes a faint noise when powering off. I try again, the PS fan and heatsink fan spins for 1 second, then nothing. No beeps, no POST, just a little fan spin, then nothing.

I don't have any extra componets to switch around to see what the problem is. How do you tell if the power supply is dead vs. motherboard vs. graphics card?

Specs:
Antec Smart Power 350 watt.
Chaintech VNF-250
ATI AIW 9600XT
754 3000+

The case was quite dusty inside. All the componets are 14 months old or so. I leave it on most of the time.

You can't for certian, it is mostly likely the motherboard or power supply. The best way to test is swap the power supply.

it is most likely NOT a video card issue.

When my power supply was dieing it did the same thing. I would switch it off and it made a weird faint fizzle sound. It also fried my dvd-rom drive, so if I were you I would take that power supply out and get a new one. You could open the psu up and check to see if any of the caps are swollen, mine were. Swollen caps means that the psu is bad.

somemwhere around the office I have a little board that loads a power supply and tests the rails for voltage under normal loads. It has a row of leds that indicate the diagnosis. I can't tecall which vender was selling them but I don't think it was Newegg. Try to google your way there.

That sure sounds like a dead power supply. At least that is what mine did when my PS died. I know that FrozenCPU sells power supply testers. Last month they were giving them away with a purchase of a PS, but I don't know if that deal is up anymore.
