Oxide did generic optimization and yet dx12 performance in this game is better for everyone. There is no need to 'tap whole potential' of gpu. Better than dx11 will do for the moment.No, this is just wrong. If you dont use architecture specific optimizations then you will never tap the whole potential of the hardware.
The driver is doing less so most of the work must be done by the application.
You can never perfectly optimize for every platform because it's too much work...the game is making generic optimizations and try to be as even-handed as possible. At the same time the company has also been atypically transparent with its code, sharing it with all of the GPU vendors so that they can see whats going on under the hood and give feedback as necessary
