1) 16 teams qualify for the playoff
a) All eleven conference champions that are eligible shall recieve a berth
i) an ineligible conference champion team may be replaced by the runner-up
ii) in the event no runner-up is available the conference forfiets the berth
iii) conferences may opt out of their respective playoff eligibility
b) The remaining berths to be determined by a computerized power ranking system
i) statistics kept by the computer shall be publicized
ii) formulations used to determine power rankings shall be publicized
iii) the formulations used will not change until the following season
iv) no conference shall recieve more than three total berths into the tournament
2) All games except for the championship are played at a home field venue for the higher ranked team
3) The NCAA is responsible for arranging non-biased television coverage for all playoff games
4) The championship game will be at a predetermined site by Nov. 1 of the current season
a) Cities shall bid for the right to host the championship game
b) The NCAA shall profit share the money garnered from any ticket sales beyond the minimums
c) The game shall be played on New Years Day
5) Eligible teams not in the playoff shall have an option to play a Bowl Game
a) Bowl season shall be December 15th of the current season and end the following January 15th

From the results of the last several years it seems apparent that the BCS cannot even begin to match up decent bowl games. At least this kind of playoff is short, sweet, fair, and to the point. Plus it doesn't throw the baby out with the bathwater like so many other proposals.
