1) 16 teams qualify for the playoff
a) All eleven conference champions that are eligible shall recieve a berth
i) an ineligible conference champion team may be replaced by the runner-up
ii) in the event no runner-up is available the conference forfiets the berth
iii) conferences may opt out of their respective playoff eligibility
b) The remaining berths to be determined by a computerized power ranking system
i) statistics kept by the computer shall be publicized
ii) formulations used to determine power rankings shall be publicized
iii) the formulations used will not change until the following season
iv) no conference shall recieve more than three total berths into the tournament
2) All games except for the championship are played at a home field venue for the higher ranked team
3) The NCAA is responsible for arranging non-biased television coverage for all playoff games
4) The championship game will be at a predetermined site by Nov. 1 of the current season
a) Cities shall bid for the right to host the championship game
b) The NCAA shall profit share the money garnered from any ticket sales beyond the minimums
c) The game shall be played on New Years Day
5) Eligible teams not in the playoff shall have an option to play a Bowl Game
a) Bowl season shall be December 15th of the current season and end the following January 15th

From the results of the last several years it seems apparent that the BCS cannot even begin to match up decent bowl games. At least this kind of playoff is short, sweet, fair, and to the point. Plus it doesn't throw the baby out with the bathwater like so many other proposals.

If players want to start their own football league outside of college, thats fine. Otherwise, we need to get rid of sports in colleges. Like it or not, the US government is subsidizing college sports through student tuition subsidies. Some of these colleges make money off the sport, but many many colleges have losing programs if you factor is scholorship costs and whatnot.

The moment the government stops subsidizing student tuition costs and giving grants to researchers at the said colleges is the moment I'm fine with the BCS.

The FCS (the old 'I-AA') only seeds the top four teams. Seeded teams are guaranteed home games - as long as they win - LOL - in the first three rounds. The championship game site is played on a neutral field which is determined in advance of the playoffs.

In order to keep costs low playoff teams/games are 'bracketed' the best they can in a regional 'feeder' system. Folks are known to bitch about it but all-in-all it is universally accepted. The system has lead to the development of regional playoff rivalries that may not have developed otherwise.

Theoretically, a top seed could play a team in the first round which might qualify as a "6-" or "8-seed" (if the teams were ranked beyond "4"). They do a good job of avoiding situations like that - and most folks accept the fact that there aren't really that many 'cupcakes' out there, anyway, and that the ultimate goal of determining the champ on the field outweighs any silly bickering over early match-ups.

Home play-off games (for those other than seeded teams) are determined by cash BID if your team is selected for the play-offs. Folks whine about this from time-to-time but it has also become generally accepted. What it essentially means is that teams with better facilities and bigger 'gates' offer the highest standard bid.

It also leads to a sense of 'high stakes poker.' Your standard bid is for all home play-off games. This forces a participant to look beyond the first-round at potential match-ups in future rounds.

The FCS system is not perfect but it has been successful. For 2010 the playoffs are being expanded to 20 teams with an additional 'play-in' round. Effectively, the top 12 teams will get a week off while 8 teams vie for the final four slots.

The complaining is looked at as part of the system. Fans will be fans. But by looking at a combination of different polls, 'power-indexes' and head-to-head match-ups from the season, the NCAA committee in charge of selecting teams does a good job.

(And look out Florida. Appalachian is coming to 'The Swamp' on Nov 20th !!)
