The coincidence in the movie is interesting but, IMO, sheer coincidence. (I can't see the "Sandy Hook" on that map, but will take the Youtuber's word for it). I don't know what the "world bank conspiracy" is, nor what the source is for the proposition that Mr. Holmes and Mr. Lanza were "set to testify," nor even what forum such testimony might appear in, so have no basis to draw an opinion on that.
Sandy Hook is in blue print @ the left part of the map next to the first walkie talkie. It's the only legible thing on the map.

Just ban the production of ammunition altogether. Pull whatever stock is out there and destroy it. Gradually what is left out there will deplete to the point its value is prohibitive for most people, apart from real criminal enterprises that make substantial money or the rich. Sure you can make ammo in your basement, but it will run the same premium, as well as the risk of lengthy imprisonment - not to mention the materials used to produce it can also be outlawed, forcing further illegal production of powder etc. Alternately, simply raise the price of ammunition 10,000 fold. A gun is useless without something to shoot out of it.
Sure you can use any old thing to kill another person, but a knife, baseball bat, bare hands etc. all are nowhere near as efficient or safe to use as a gun is. Any other method involves getting in close to your victim or takes more time than a split second to pull a trigger.
As well, ban the sale of handguns and automatic/semi-automatic weapons. They serve no purpose but killing human beings.
Of course none of this does anything to change the dysfunctional mentality that appears systemic to the United States with how often this lunacy happens there compared to other countries.
As a slight compromise to this, there's no reason we couldn't have shooting ranges that just keep their own guns to rent out, and national guard armories that rent out / store hunting rifles. People could still hunt, people could still shoot for fun, but there wouldn't be floods of guns on the streets for every wacko with $500.

You know, I get gun enthusiast's wish to have the freedom to do what they love. I don't want restriction to build umber computer or nice audio system too. But if my hobby is found to be used as the direct tool to kill children, 20+ at a time, I would be perfectly fine to discuss how to make it less likely for people to get their hands on my beloved gadgets, or make those gadgets less powerful.
