Indeed. States ought to make their subsidies contingent upon not doing abortions and see if Planned Parenthood takes the money and reopens the centers doing actual healthcare and testing only. HIV rates have been going up in the United States, regardless. See the CDC factsheet.

1) Increase in treatment effectiveness leaves people less fearful of HIV.
2) Increase in HIV infections among MSM is the primary growth vector (up 22%). I don't see how planned parenthood is going to have any positive impact on MSM.
