My experience with the Navy, is that it's very woke, before it became a thing. And one of my counter parts was the Senior Site Rep. at the Puget Sound Navy yard, and he was black. One of our chief scientist engineers had a PHD he got while he worked for the company was black, I mean I could go on....And the private sector has the same issue?
