here's what I think should happen simply because it seems to me the most feasible pipedream of mine. Bush is gonna negotiate. We sick every man we can spare to find out the names and families of every single man who had anything at all to do with this. Every single one we can get our hands on, we swiftly decimate every last trace of them. Every single group that supports them, we exterminate with extreme prejuidice. This terrorist action is more than enough reason to justify these actions. More likely than not, some middle eastern OPEC nation will be involved. We suspend petroleum trades with OPEC and shift over to slavic and Caspian sources(Prices will go up, but I'll be damned if we buy gas from any bastard that would do this...I've got public transportation and it gives an excuse to goto renewable energy). We setup AA hardpoints and commercial blockades surrounding any offensive nation and begin negotiations on high ground. These fanatical terrorist groups think of the US as soft and easy to strike. That Americans live too comfortably and it's been too long since we flexed our military muscle. We police UN nations to forbid the sales of arms and goods to UN nations, rather, we channel them towards allied nations with poor military infrastructure. The end result is that these groups will need to go to black market resources who will jack up prices enormously.
Turning their people to smoldering pits is not the answer. They don't care what happens to their people, only that their cause is forwarded. The answer lies in making them long for the days when they ate rats and drank sewage. We make it so that these people will do anything to break out, including revolutionary actions.

BTW, there is no such thing as a ceramic glock. It's a myth. no glock in existence is ceramic. They are made of a high polymer plastic, but the slides and barrels are metallic. (provided of course you didn't make ceramic replacements for these parts and replace them, which would make the gun highly unstable and wear insanely fast.)
Also, nukes are always prepped, we could launch a full scale assault in under 30minutes if the president pushes the panic button.
