Continuous rebooting every 5 seconds

Hi, I just built a new rig. Every time I turn it on, it gets into this loop where it automatically reboots every 5 seconds. The only way to shut it down from there is to manually pull the plug or hold down the power button while it's on within those 5 seconds.

It doesn't even get far enough into booting for me to enter BIOS or anything. However, upon 1st power-up, I did see a glimpse of the Radeon title screen just before it shut off, but now I don't get any video whatsoever since then.

I tried resetting CMOS, re-seating CPU and RAM, and even un-plugged devices like my HDs and floppy... all to no avail. I just cant seem to figure it out.

Does this sound like a PSU problem? The PSU has a 5.25 control faceplate but I didn't hook it up. I just want to use the PSU allocating the standard voltages to all the components, so there's no need for a controller to up any voltages (no overclocking on this rig). Could it be a problem that I didn't install this controller regardless?

Based on the hardware listed in the system specs below, does there appear to be any 2 items that may have a history of conflicting with each other or creating these types of problems? Any help would be greatly appreciated.

LGA775 P4 550 3.4Ghz
ABIT AG8 I915P Mobo (both PCI and PCIExpress)
1GB (2x512MB) Mushkin Hi Perf LII v2 PC3200 RAM
2 WD Raptor 74GB (10k RPM) HDs
NEC 1.44 Floppy
Asus 16x DVD-ROM
NEC Double Layer DVDRW
Antec 550W (True Control) PSU w/ 5.25 Control Panel
ATI Radeon x700 Pro (PCIx)

hmm, you cant even get it to the bios with none of the IDE drives plugged in? Bad board?

The only IDE devices I have are the 2 Optical Drives, but if I disconnect them and it works, then how will I be able to install Win XP without a ROM?

The Raptors are SATA.

unplug the optical drives. First you just need to get the machine posting properly.

An overheating CPU could also throw up this sort of behaviour - I would check that the CPU and HSF are correctly installed.

Well guys, I did everything and it still doesn't boot up. I unplugged everything; opticals, HDs, and I even took out the video card on one attempt.

I swapped RAM slots, removed one of two sticks, and I also checked the CPU and HSF... the're in there pretty firmly.

The only other thing I can mention is that the computer reboots exactly after I hear a single beep from the motherboard.

Any clues? Think it's a bad motherboard? Does anyone know if Mushkin Hi Perf LII v2 PC3200 RAM is incompatible with the Abit AG8 mobo?

With a beep it's ram I'm pretty positive of that...try diffrent ram or something try all slots...

1) Does the board's dedicated CPU-fan header have an RPM-signalling fan hooked up to it, something that would give at least ~2000 RPMs

2) are all the board's power cables hooked up (some take as many as three!)

3) if your video card needs an aux. power cable, is that hooked up too
