I recently installed a new motherboard, more ram, bigger CPU, new wires, and a new CPU fan.

I havent had any problems for atleast 3 weeks. I am a big gamer, and the problem is; I put a cd into my cd rom, and my comp restarts EVERYTIME. Also, my comp WILL NOT boot up if there is a CD in the drive. Wtf?

check your BIOS for the boot order. Make sure your hard drive is on top of the list.

So your computer reboots everytime you open/close the CD? No idea.

I agree, put your HDD as 1st boot. If you need to change it to boot off of a CD or Floppy you can do that later. It doesn't fix the problem of no boot = CD in drive

Double and then triple check all connections, jumpers, power cables, and BIOS settings

What OS, MotherBoard, etc. do you now have? It can help troubleshoot.

When you first boot the computer, power the monitor on first, and then watch the screen for something that says "Press x to enter setup", where the keywords are setup, and which key to press. It's usually one of the F1, F2 or Delete ("Del") key.
Once in setup, read the instructions (usually on the bottom or to the right) on how to move around the screen and how to change items.
You're looking for something that refers to boot order, or sequence. It'll usually say something like this:

1. Removable Device [Legacy Floppy]
2. IDE Hard Drive [Drive make/model here]
3. ATAPI CD-ROM [Drive Make/model here]
4. INT18 Device [Network]

But yours probably says something like this:

1. ATAPI CD-ROM [Drive Make/model here]
2. Removable Device [Legacy Floppy]
3. IDE Hard Drive [Drive make/model here]
4. INT18 Device [Network]

See how the CD-ROM is first? This means that the BIOS tells the computer to look for that device first. Put a CD in, and try to boot, and it'll say something about "boot drive not found" or some such, and not boot any further.
Take the CD out, and the computer still checks the CD-ROM first, but because there is no disk in it, it then can move on to the next boot device.

Just move your CD-ROM down the list to 3rd and see if that fixes your troubles.

I'd wager that you didn't notice it right after the new MB install 3 weeks ago, because one doesn't always leave a CD in the drive. No CD in the drive = Hard drive bootage.

What kind of power supply do you have? Be specific, like "Antec TruePower 430W", not "some 300W thing".

Dunno what brand I have but it is 300W. Anyway, here is the order it boots up;

Floppy
HDD-0
CDROM

From what you have told me it is right. Even if it wasnt right, it doesnt explain while I'm in windows and pop a CD in it restarts.
