Convert documents to fillable format?

Can anyone recommend the best software to convert multipage documents so that the formatting is fixed but users can enter data into text boxes and check boxes, drop-down menus etc. I know its possible to do it from scratch with Adobe or even Word, but I'm curious if there is software that is good at automatically converting pre-existing documents with a minimum of extra labor. Thanks.

PDF would be the way to go - print whatever documents you have to PDFs, then add the form items in Acrobat Pro. I do it all the time here.

Is it very time consuming? My organization has 100+ forms with dozens of lines and check boxes crammed in (so they print on fewer pages). I'm wondering if it will take as long to reformat and add the form items as make new ones from scratch? Also, does Acrobat Pro let you make PDF's that people can fill out partially and save, or can they only fill and print? I suppose I coud look on Adobe's website but I'm hoping someone w/ experience here can steer me right. Thanks for the reply.
