As far as 16Mb cache, it definitely shows that it's there when copying small files from one folder or partition to another. Benchmarks might show numbers, but in real world Toshiba MK4019GAX feels faster than IBM Travelstar 40GNX.
By the way, isn't ironic that IBM included Toshiba hard drive in my Thinkpad T30, instead of IBM's own Travelstar 40GNX?

From Toshiba's storage site, the Toshiba one should also have a 3-year warranty.

Just as an FYI for you folks, but googlegear used to, and probably still does have a great price on the IBM 40GNX. If that's what you're looking for, that's the place to get it at (price was around $135 shipped). As far as HD problems, the IBM travelstar series has not been known for problems (as somebody mentioned, problems were with the desktop - which I unfortunately encountered first hand).
