From my experience, CM had always been over quoted their fans performance. Usually, what they got right was actually their fans' audible volume but as far as the fans performance, you are looking at around 25% to 30% less than what they quoted. Even that was still pretty good. If you read the rebate carefully, it is only valid when you buy the fan with the CM Stacker but 5 bucks is not a bad price for high speed 120mm case fan.
What they mean by "automatic temperature speed controller" is that in some fans, they have a temp sensor that connects to a variable speed controller.
Do not expect much of this system because it really depending on a wire looping on a heat producing area and it has to be installed at the correct way. However, the correct way was never really instructed by CM.
Anyway, any type of heat signature recognized by the loop wire will send signal to the speed controller to increase the fan speed and anything less than that will send the fan into the lowest speed (usually 800rpm@5V; never 0rpm@0V).
In practice, this sensor type of speed controller never really works because of the placement of the sensor. Regardless how you put the sensor, it will never increase the fan speed like it supposed to thus to me, the whole concept is a joke.
Basically, "manual speed controller" is just that: manual fan speed control. You would actually need a separate twist knob potentiometer adjust your fan speed.
Manual Speed Control is better and worst at the same time. On most of the fan speed controller, they will allow you to run at 0rpm@0V aka fan off. If you use the fan controller just for the case only, that is okay. However, if you use the manual controller for the CPU fan as well, that would smell trouble because you will not cool anything without a working fan so that if you turn off the fan, guess what? You will eventually burn your CPU.
