You can order from MicroCenter for $25.98 shipped plus tax. This is a terrific cooler that works as well as the all-the-one water cooling systems (Corsair H50, etc). I replaced a Zalman 9700 and dropped 10c on an overclocked AMD 555 BE (unlocked to four cores and overclocked to 4GHz). This is the top cooler from MaximumPC testing and is half the price of other high performance after-market coolers. At this price, it is one-third the cost for the H50. This CPU cooler is always a good buy at ~$30+shipping & tax. At $20+shipping & tax, I am ordering a second one for another setup.

Basically it is $19.99 plus tax and/or shipping. If I get a chance to swing by one (occasionally pass within 5 miles of one, otherwise I live too far) and they have it in stock, I'm picking me up another. Bought the first one from Ewiz for $24 shipped and just installed it in a build this past weekend, and I like it.

Some people think it rather "fiddly" to install. I admit that it can be, but I spent some time examining it before installing it and after I figured it out, it was pretty straightforward.

You don't "need" to. It comes with a little syringe of standard white grease that should be sufficient. If you're hardcore enough to need better TIM, then you'd also find quad heatpipe heatsinks like this one to be insufficient.
