Cooler Master "Extreme Power" power supplies are cheap, lightweight, and inefficient compared to Antec power supplies. Also, they don't have PFC. Noise is not a big problem, but any Antec power supply besides the Basiq model is probably quieter. Cooler Master power supplies will become even less efficient over time at a faster rate than an Antec power supply, so they probably won't deliver their rated wattage for the life of the power supply. On the other hand, based on reviews I've seen, the Cooler Master "Real Power" power supplies are very good.
I'll probably get flamed for this, but generally speaking, I think that the problems with cheap power supplies have been exaggerated by people who have never even used them or by people who are a little too obsessive about the quality of their computer parts. There are millions of cheap power supplies in service as we speak, and the vast majority are not causing any problems for anyone. You might not have any problems with a Cooler Master "Extreme Power" power supply as long as you use common sense and realize that it's not suitable for a "high end" system. But it will definitely use more electricity than a power supply that has Active PFC, and personally, I would replace the Cooler Master power supply with an Antec power supply just to give myself peace of mind. (I have several Antecs on hand that I got on sale with rebates, so they were very inexpensive).
