How loud is too loud?
I have a Corsair H100i that I put noctua fans on and it is very quiet. Its cooling an Intel 4690K OC'ed to 4.5Ghz. It has a higher wattage than Ryzen 3900, so it should work fine for that too. The stock fans were a bit louder than I liked when they spun up. And my temps dropped a few degrees with Noctua's intended for use with a radiator.
I cannot think of a purely passive heatsink that can handle a 3900 without being mounted in a rack mount chassis that has cross through air flow.

Are the mag lev fans noisy or do you have the previous version with normal fans?

Custom loops make a lot less noise than those things if you set them up right. Referencing the AiOs you mentioned. It'll cost you, though.

If you really want a D15, you could consider the D15S model, which has a slight modification to accommodate taller RAM modules:

As can be seen, you could already increase the fan @ the expense of case compatibility but, with this model, you have an extra 13mm before you're forced to raise the fan.

The performance difference VS the D15S is small but the compatibility with high RAM modules is far higher because, unlike with the D15 models, the U14S doesn't have the 2nd fan over the RAM modules.

Select the cooler you're interested in and search for your board: it really helps spot compatibility issues (so long as the board is listed).

However, and this is VERY important, the 3900X is a "completely different animal" so this could very well not behave in the same way.
Should be noted that this was done with the original H110, which had a fixed pumped speed and doesn't have any of the newer improvements. The current gen ones have been improved quite a bit. And yes I know the OP is adamantly again AOI for whatever reason, but for anybody else comparing these, best to use newer data.

The NH-D15 is the quietest. After the x570 aorus master died after 3 days, I RMA's it (NewEgg replaced it), but I needed something in the meantime, so I snagged combo deal with 3600 and an MSI WiFi gameing Edge and a 280mm Coursair CLC. That was almost as quiet as the Noctua, and haven't had a problem yet.
I grabbed an 011 dynamic to put the 3900X in, and grabbed n EVGA 360 cooler. Big mistake. The cables for the front panel partially block the side intake for the CLC, and the pump on that things it *loud*. It also idles at 60C.
When I get some spare time, I'm just going to grab 3x 140mm Nocuta's, and put the 3900X back in the old case. It was quiter, and idled at around 40-45C.
