Name one state or offense where an officer will stop you, give you a ticket, and not make you sign it.

I don't remember signing my tickets I got here in Michigan... but it has been many years <knock on wood> since I've received a ticket.

On the other hand... would he not have video evidence of his stop? Would that not be submissible as evidence he stopped you?

That's stupid as all hell. What's to stop a cop from writing a ticket at random and letting it go until someone gets a warrant for it?
