He used the taser against policy and procedures for use. They are not suppose to use the Tasers on fleeing suspects for exactly this reason. The same reason they are not to deploy a taser on someone handcuffed who could fall to the ground and hit their head.

The guy is 267 lbs, and is standing right there as the handcuffed girl starts to flee. He could have easily grabbed her and overpowered her. We don't even know the real reason why she fled, but I guess we will never know now. This is just tragic.

The Youtube Video is on this news article showing what happened.

----------------------------------------------------

A Florida police officer, 267-pound Trooper Daniel Cole, was recently cleared of any wrongdoing by the Florida Department of Law Enforcement. Questions were raised when he tasered a 20 year old handcuffed girl in the back as she fled. The tasering was caught on video showing officer Cole firing the taser at the handcuffed Danielle Maudsley. Maudsley was a mere 100 pound, while Cole outweighed her at two and a half times her weight. She was clearly no threat to him, unless he expected to die from exhaustion chasing her a few yards.

The encounter took place last September at the FHP Pinellas Park Substation. As Maudsley fled, the tasering prevented her from catching herself as her muscles involuntarily seized up. As a result, she fell to the concrete, and bashed her head. She suffered severe brain damage and has been in a persistent vegetative state ever since.

The video below shows Maudsley fleeing a back door of the substation with officer Cole following closely behind, with absolutely no need to taser her. It is clear that he only did this to inflict physical punishment on the small 20 year old.

Maudsley was initially arrested for her alleged involvement in two hit-and-run crashes and driving without a license.

Officer Cole brought her to the substation to complete his paperwork before taking her to the Pinellas County Jail. But as she entered the parking lot, she tried to make a run for it.

“What were you thinking? What are you, stupid?,” Cole can be heard asking Maudsley on the video.
“I can’t get up,” said Maudsley.
“I don’t want you to get up,” said Cole.
“I can’t get up,” Maudsley said again. The last words Maudsley has spoken since being tasered.

Maudsley’s mother said Cole should have used other means besides the taser to stop her daughter. “He was right behind her. He could’ve reached out,” Maudsley observed. “It was unnecessary.”

Defense attorney Kevin Haylsett was hired to pursue charges against the department. Hayslett said Cole violated his department’s taser policy which says clearly that “Fleeing cannot be the sole reason for the deployment” of the taser. “When you shoot someone in the back, and they’re running away, all that force — as you saw when Danielle’s head hit the concrete — that’s why they don’t allow you to do that, because you can have horrible tragedies like this,” Hayslett explained.

Maudsley’s mother said early on that the prognosis is not good for her daughter. Maudsley remained in a Fort Lauderdale rehab center which specializes in severe brain injuries and remained in a vegetative state until she died last month.

LOL. This thug has shot two other innocent men. Of course he was cleared of all wrong doing.

Pinellas Park, Florida - For more than 30 years, Richard Wilder has been a missionary and has loved every minute of it. He said it was his "calling" in life, traveling to places like Asia to spread the word of God.

Originally from upstate New York, Richard says he's always had a solid background.
"I come from a very reputable family. I've never done anything wrong."
Richard decided he wanted to bring his ministry to Florida. It turns out his trip to Tampa in 2001 would change his life forever.
The 47-year-old says he had no idea that his tail-light was out as he was traveling along Ulmerton Road. When Florida State Trooper Daniel Cole stopped him, that's when everything went terribly wrong.

Richard's wallet fell between the seats in his Plymouth Voyager, and when he reached for it, Trooper Cole shot him.

Richard described how terrifying it was.

"When I brought my hand up to give him my license, I saw a flash. He shot me in the hand. I was in shock. I kept saying, 'It's OK, I'm a minister, I'm a minister.' Then I heard the trooper say, 'Oh my God, oh my God. What did I do? What did I do?'" said Richard.
:
:
However, he also says he was shocked to hear that the trooper shot a second man just this week: Royal Palm cemetery owner Clifford Work, who remains at Bayfront Medical Center recovering from a gunshot wound to the leg.

Richard Wilder talked about the trooper's recent actions this week saying, "I don't think he should have a job. He shouldn't be doing what he's doing. Look at his record. They hurt me. They hurt my life."

Meanwhile, Todd Vargo, the attorney for Clifford Work, is on his way to Florida in a few days to meet with FDLE investigators and his client.

Isn't this post old news?

If I remember right this happened a couple of years ago?

No link, I suspect you're correct because of past history for these sort of topics. HOWEVER, it is quite clear that tasers are deadly force, yet they are wielded as some sort of toy.

People are dying from this sort of abuse in the escalation of force. It's a serious issue that needs a strong national movement to address.

Technically it wasn't the taser that caused the girl's injuries, it was the fall to the ground because of the tasing. I dunno why the girl tried to flee and we probably will never know.

As for this cop, he should be in jail though, no question about it.

EDIT: Doing a quick google, im guessing it's this site?

If you don't want to get tasered, don't run from a cop when you're under arrest for a hit and run. if he'd used a gun this wouldn't be an issue.

Didn't they say she was suspected, but hadn't even had a chance at trial or anything. We don't know the reasons she fled, but I suspect there was something that frightened her more than just the thought of arrest.

Tasers are often abused and used as deadly force. Just like when they tase someone over and over again, until they die on the spot. They are too cowardly to shoot a cuffed suspect, at least most of the time, so they just repeatedly tase and electrocute them to death, instead.

It's high time the supreme court weighed in on tasers and finally made them all illegal to use as lethal weapons of torture and death the way many fat and lazy cops are abusing them.

OP, what is it with you and all these anti-cop threads? You do realize that corruption exists in every vocation out there? OK, we get it. There are bad cops out there. However, the constant posting of every bad cop news bit unfairly demonizes policemen. You grossly misrepresent the ratio of good vs bad, and by doing this, you are being dishonest.

I suppose I should give you a break though b/c as I think about it, most threads are about the negative that one political side does as a means to highlight the vast moral and intellectual superiority of belonging to the other party.

now now, before you demand that the popo should have chased this dangerous fleeing suspect, consider the fact that the LEO could have tripped and stubbed his toe in the process.

Maybe even skin a knee.

Good lord, tazing a fleeing, handcuffed suspect and shooting two unarmed men in separate incidents? How can the FHP possibly keep employing this guy?

You guys are clueless. It's been 2 years since I watched the video and she obviously deserved the tasing.

Obviously.

Edit: Sorry, thought we'd moved past page 1. Forgive my 200+lb self.

An umarmed, cuffed, 100lb woman is not a threat. She was fleeing. She was murdered.

We must change the law of the land, tasers must not be used except to stop threats. Fleeing does not, by itself, constitute a threat. Police using tasers will cause more deaths until the law is changed.

IMHO, this a huge problem with letting the physical standards of police slip. I have a feeling, incidents like this happen much more often with overweight, out of shape cops who find it easier to pull out a taser or gun than pursue a suspect on foot.

These fat pigs are not only significantly less effective at their job but shame the professionalism of their profession by being so sloppy.
