Informing others that there is a policeman present enforcing the set speed limit is, in most states, against the law.

I just LOVE how people call enforcing the speed limit a "speed trap".

The citizen should feel lucky they weren't cited.

On another note, I had a very positive experience yesterday when the police had to show up because someone backed into my rental and put a hole through the front bumper with their trailer hitch. Never met a more courteous lady, and their dispatcher was great helping me write up the paperwork.

It's what they're trained to do. Physiological control of situations is a tool they use to enforce the law, so they start by seeing how much control you want to give them. Can you really blame them? How effective would law enforcement be if a cop walked up to suspects limply and asked 'Umm, excuse me.. sir? Sir? You happen to fit the description of someone who just vandalized a store down the road. Sir? Did you hear me? Did you do that? Oh, ok, sorry to have bothered you.'

If a person doesn't know how to act like this guy it's their own fault.

I live not exactly in Hawthorne, but a neighboring city, all the cops around here are like this. Oh lawdy you should see the drunk driver traps and speed traps they setup in Torrance. Fuuuuu they get crazy. Those cops are nuts, I try to avoid them at all costs or at least be polite as possible.
