Basically, a 90 Mhz difference, or less than 3%. In view of the sample size, I would say it is not statistically significant.
In looking at the Abit vs. ASUS boards, Abit (IS7/IC7)) averaged 3.300Ghz, Asus (P4P/P4C) averaged 3.368Ghz, again, almost no difference worth mentioning.
Simply put, the numbers don't support a conclusion that there is much difference based on the packaging plant or the MB maker.
