Why would you have to install a new OS separately? If you install Vista64, and you then later, want Windows7, all you have to is upgrade to Win7/64. No big deal.
A clean install is always the way to go with a new OS.
Here's my two cents. If MS wants to stick to a 3 year development cycle for new client OS releases, then the pricing needs to be in line with that. If they plan on charging 400 USD for the Ultimate Edition of Windows 7 in 2009, 400 for Windows 8 in 2011, etc, they will be lackluster sales every other OS release. And that's thinking positive.
MS should charge 50 USD for the 'Home' version and 100 for the 'Professional' version, which should include any features the home version has as well. With this pricing, home users wouldn't think twice about upgrading every time MS released a new OS.
