Poppycock. Some of the stuff is wholly irrelevant to whether someone would make a good citizen. Knowing facts about the Declaration of Independence, the Constitution, the Amendments, the branches of government, the powers of the Federal government, that all makes sense. Knowing about the Lousiana purchase, the date the Constitution was written, the original 13 states, who the President was during <insert event from 90 years ago>... that's fine and dandy knowledge to have, but it doesn't make you a better citizen. Rote memorization of names and dates is not a good requirement for citizenship. And before you accuse me of being bitter, I answered all those questions correctly (well, except the 13 original colonies, but whatever); still doesn't make them a good test for who will be a good citizen.
