My computer has a total of nine fans:

2 on hard drives
1 on top
1 in back
2 in power supply
1 on CPU
1 on GPU
1 on northbridge chip

AND IT IS STILL MORE QUIET THEN MY SISTERS DELL!!!! hehe However, I leave my computer on all the time, and I was wondering if there is some way I can control some of these fans (Like the chasis fan on top and back) in order to shut them down if they are not needed? I have just begun to research this so any help or suggestions would be great to get me started.

You could always build a 12v/Off/7V Switch board for your fans, it lets you lower voltage, or completely turn them off at will, and it looks pretty cool too.

If you're handy with a soldering iron then I'd go ahead and build it, here's a guide, but I'm sure you can buy them already made.

Thanks for the leads. Seriously considering a Baybus case mod. Thinking I dont need the double throw though (7v and 12v) Just on and off will work for me. It would look sweet on my case I think.

Has anyone heard of a hardware/software package that would turn fans on and off in accordance to preset temperature parameters?

Well, there's the Maelstrom at CaseEtc. It's not exactly what you're looking for, but it's an excellent piece of hardware if you don't want to build a fan controller yourself.

It's also cheaper than other competing baybuses (and also higher quality). CaseEtc also has a variety of baybus parts if pre-built is not your thing.

If you really, really want just on/off control, there's always the Digi Doc 5. It can turn off/on eight fans individually (manually or by temperature), and has a small LCD that reports eight thermal sensors. It cost ~$60 though.

They also have other, less fancy, controllers.

Or you could try a digital doc 5. It allows for up to 7 add on fans with 7 temp probes and start up set points and alarms

Why 9 fans? Get rid of a few.

Speedfan can vary the speed of MB attached case and CPUfans based on temp. Your mobo must be supported for this to work.
