Cox and Bittorrent Throttling?

Has anybody heard about Cox throttling bittorrent traffic like Comcast does? What I am seeing is that pretty much as soon as I startup my bittorrent client my web connection slows down. It slows down to the point where even Google wont load. I get errors like the website is unavailable. I have configured the client to allow only 200 total global connections. I have also reduced the speed to only 400kbps down and 150kbs up. Reducing the speed further has not had a difference. Connection is not getting saturated as my internet connection is 12/1 cable through cox. I have this issue no matter what time of day I try.

Router is a WRT54G with wireless turned off and DD-WRT firmware.
Any ideas?

I know that some routers have problems with bittorrent. Don't know anything about yours though.

But the movements in the providers are to stop bittorrent in every way. It's fun to read internet stuffs about how to bypass using encryption. There are so many ways to stop it if even using encryption it isn't even funny.

deep packet inspection and transparent ssl/ssh proxies have a market for a reason. Stop this crap.

Try unplugging your router and modem for like 5-10 min or something. I have heard that some routers keep all of the conections that bittorrent makes open for a long time for some reason. This should reset both the router and modem, which may help.

i'm pointing out that this isn't the appropriate forum in which to discuss this issue. 30504 posts and you choose to beat the same drum in here. specifically, you know to dig up the old thread if you want to persue the issue.
