No it doesn't, we can even use the Cinebench 11.5 thread on this board to show how wrong this is.
The top 3 quad core results in the thread are no surprise 6700 or 6700k CPUs

Even at 3.7GHz (stock is 3.3GHz) the 5820k is clearly going to win in something properly threaded against a 6700k even though it's at 4.8GHz, a whole 1.1GHz faster and being a whole generation newer.
For anything that can use more cores, the 5820k is obviously going to be a better value considering how close in price it is to the 6700k.
