CPU Overheated...What next?

My Intel Pentium 4 fan for some reason doesn't run when plug it's attached to my motherboard. I know it works because I tested it with another system.

Does anyone know why the fan won't turn?

Also, while I was messing around with the CPU fan, I touched something and the system restarted by itself. Now when I boot up, I don't hear that short beep you're supposed to hear. Is my mobo busted?

If you didn't insist on running your computer when it made that beep, you should be ok, however if you decided that the fan sensor didn't know what it was talking about, and tried running it anyways, you may be out a p4. Which fan header are you plugging it into on the motherboard? Have you tried a different one? Have you tried a Molex converter?

Just read your edit, you were playing around inside the computer with it plugged in and on? You may have just ESD'd your motherboard. Always always unplug the computer first, and properly ground yourself before touching any components inside. Make sure everything is seated, including the connector from the front panel that goes to the system speaker. Does the computer boot, and just not make the POST beep? Or does it not boot at all?

Computer turns on, no beep, monitor doesn't receive signal. But it does beep when I take out the CPU. Because it beeps does that mean that the mobo is not dead?

Actually, if you unplug the computer nothing will be grounded. Leave the AC cord plugged in - there's no danger to you as long as you stay out of the power supply. Keep in contact with chassis metal while you are working. But it does sound like you zapped something, unless you just tripped a thermal breaker in the power supply that may reset.

Actually, when I work inside the comp, I have the power plugged, but I flip the PSU switch so that it can't power on. I believe you are still grounded when the switch on the PSU is flipped though (not the 115/230 switch but the PSU on/off switch).
