Depends on his room ambient.
Our room ambient here is about 65F, so 17 to 18C is not far off.
The TCASE on many of these processors comes so close to room-ambient that it is difficult to distinguish.
In addition, I've noticed that there may be more of a bias downward in idle temperatures than in load temperatures, or an equal bias. But I thought I saw cores fluctuating beyond a 3C downward error at idle, while at load, the 3C bias was fairly constant.
A lot of people are having trouble with accurate temperature readings with certain motherboards or chipsets, and newer processors. At least, that's my off-the-cuff evaluation from posts here in the last couple weeks. And a lot of people are having some trouble with the push-pins on the stock coolers. EVEN I had trouble with them, but for having tested cooler solidity aver hearing all four pins "click" into place.
