Some other options...

Software: Speedfan (doesn't work with all motherboards).
Manual fan controller like the one you linked to or the Sunbeam Rheobus.
Semi-automatic controller like the new Sunbeam Rheosmart 6.

My question is this, if case fans are connected directly to the motherboard, are they already blowing at 100% and a controller would just slow them down or can you actually speed them up?

Unless you're using software or the BIOS to adjust fan speed, they're usually at 100%. There are some ports on Gigabyte motherboards (I think sys_fan2) that, for some reason, just run at around 50% all the time.

Ah ok, no need then, I wanted them to go faster, this HAF 932 is so quiet...

Replace fans. Instead of the large side fan, use 4 of these:

Do you actually need to reduce temps? If you're running all HAF fans at full speed, I don't think there's really any way to reduce your ambient (case) temps without just turning on an air conditioner. If it's a question of feeling uncomfortable because your computer isn't making any noise, well...that's an issue for a different forum.

Anomaly, zagood's got your number...

Although I DO understand your point...the HAF case is so damned quiet, especially after living with the Aspire case with 6 80mm case fans and 2 more in the PSU...it was like sitting next to an idling 747...so I never know for sure if the HAF is running or not.

Does the LCD on that switch off so it's not distracting at night?

Nope. Only on the HAF X. However, the way the lighted fan is placed in the case, it's pretty muted. The damned LED's for power/CPU are far more annoyingly bright. You could use them to land an aircraft with...or signal the space station.
