crazy request for help. i need to find this HAIRband!

Yes, that is half of a broken (girl's) HAIRband. It is cheap painted plastic but it has meaning. I need to find a new one that is whole.

It's a shot in the dark but who knows?

I doubt it's repairable. You have to stretch it a bit to get it to go on your head. Any stretching would break the repaired section.
