Critique my PC build

Last time I built a computer was when E6300 was at its prime, so its been a while so bare with me.

I need to build a computer to handle several CCTV camera that connected through PCI cards other than that it will perform regular office duties: surfing, word and little bit of picture editing. No gaming. Will not be OCing at all.
Stability is the most important factor and the computer will on 24/7.

So I am planning on building a mid-range computer mainly because of the cameras.

CPU: Thinking of E7200, seems like a mid-range CPU and its a 45nm. Basing my decision solely on price and its the cheapest 45nm. Is is worth getting a 45nm?

Mobo: Need as many PCI slots as I can get because the CCTV camera cards are PCI. This is the only board that I have found that has 5 PCI slots, Gigabyte. Any opinions? How is the chipset? A long shot, but does anyone know a mobo that has 4+ PCI slots and 2 Serial ports (RS-232) that supports Core 2 Duo?

RAM: Just gonna get 1gb X 2 of budget RAM like the Crucial Rendition.

Video card: Gonna pick up a cheap PCI-e video card under $50, any suggestions?

Hard drive: 500GB seems to at a good price point, thinking of Seagate, opinions?

Case, PSU and DVD drives have already been picked out.

Please critique my build and pick out parts are at a good price point for a mid-range PC.

640GB Western Digital Caviar is much better performance.

TBH E7200 seems way more than you need if all you're doing is recording a bunch of video camera stuff to disk and browsing the internet. Why not get an E2200 and save the cash. 45nm is not inherently more useful to you than 65nm.

Oh, I was thinking of building a mid-range computer so I picked the E7200, from what I understand E2220 is a entry level processor.

It's certainly priced that way, but for general usage a ~2GHz Core 2 is certainly a high performance part. Best thing is, you can overclock if for free and get it to around 3 if you're lucky, if you feel you need the extra performance.
