"master" isn't really a semantic name for your div.
You shouldn't be using presentational elements in your markup (<center> is presentational).
Use horizontal auto margins and a width on your wrapper (<div id="wrapper">[everything inside]</div>)
#wrapper { width:---px; margin:0 auto; }

IMO, this is how your headings should go..

h1 - William Chan
h2 - Profile
h3 - Personal / Education
h4 - University of Waterloo - BASc in Computer Engineering, etc.

Lookin better though.

Code aside, you definitely need more color.

I would give the outer margins a background color and center the "Logos and trademarks are properties to their respective owner." sentence. Also, render that sentence in dark gray so it doesn't look like part of the profile and change "properties to" to read "properties of."
