Burrs are essentially grinding tools with small cutting tips specially shaped to suit grinding/burring of different contours. Small burrs are used in Dremel type hobby drilling/grinding motor tools. Tip shapes are ball, drum, conical...various sizes.
Diamond tipped burrs have smooth shapes coated with diamond ?dust? instead of integral chisel-like cutting edges found in steel burrs.
The article describes how to use a drum shaped tip/burr to shape a conical shaped tip/burr into a tip that's shaped like a tiny jewelers screwdriver blade with diamonds on one side/edge. Attached to a handle, you now have a hand tool with a diamond coated edge that can cut a narrow trench thru the hard ceramic, across the bridges, without destroying bridges beyond the ability to close them again as needed...which happens if you try to cut them open with a power tool of any kind. Bridges are just too small to be safely cut/opened with power tools, however small the tool...can't maintain alignment by hand.
