D.C. Police Officer Confronts Man Filming Arrest On Public Sidewalk

Shortly after the video begins, an officer approaches Heining to ask if he knows the person being restrained.

"Are you a part of this, sir?" the officer, identified as C.C. Reynolds, asks Heining. "We've got an investigation going on over here. Do you want to be a part of it?"

After Heining replied, "No, sir," Reynolds responded, "Then I suggest you pack up and go." The officer also claimed Heining wasn't standing on a public space.

The two went back-and-forth on whether Heining was allowed to film the incident.

"You are videotaping this crime scene, right? ... That makes you part of it. And your little camera phone could be used as evidence, you understand?" Reynolds said.


the guy uploaded the video to youtube.

I heard DC's police chief on news radio about this incident. she was shocked by the officier.
the police chief said she issued guidelines back in 2012 that anyone can record them if their in public.

cant wait till dc police gets outfitted w/body cameras next month.

there is more reason to video tape than to not do so. by recording the actions of public officials, we are better able to hold them accountable.

you may as well argue that refusing a warrantless search is instigating a police officer during a traffic stop. no it is not. it's called exercising your rights.

What percentage of your police for do you believe secretly behaves like that power tripping asshole? less than 1%? 10%, 30%, or majority?

What percentage of the police force turns a blind eye to the asshole or sympathize with them? I believe it's the majority.

Most (if not all) PDs have issued memos saying that it is OK to film cops in public. God konws the DOJ has issued numerous of these to various asshole departments who don't get it. There is also a large and growing body of case law upholding this right. If a department's policy is to let people film, and the cop violates this policy, how is it the fault of the person who is NOT breaking the law and who is doing something that the department (and numerous court rulings) have said is a-OK? If a department issues a memo saying it's OK for a father to take his kids to the park, and a father takes his kids to the park, is he an instigating attention whore? You sound like an asshole who thinks that cops should get to do whatever the fuck they want with no repercussions. And then they can blame the victim and fuck him up. Maybe even try to ruin his life with criminal charges. Because cop.

When a news outlet videos something, they are doing their job?

Do you need reminding that this nation was founding on individuals reporting then news? Where would we be today without Benjamin Franklin and his uncle who owned a printing shop?

When British troops harassed people, was Benjamin Franklin being an attention whore when he printed what he witnessed?

Get with the 21st century. Video is the new printing press.

Admittedly the cop shouldn't have approached the guy, but the guys likes to record police. His youtube channel has 5 videos on it and three of them are concerned with the police doing their jobs.

Also, he was being a smart ass to the cop as he was being walked near the bike rack. The guys is an ass. simple as that.

And the cop telling him to stop filming which the cop knows the guy is perfectly allowed to do is what? Just a cop being a friendly cop? No, he's being an asshole trying to take away his rights.

He could bait him all he wants, it doesnt change that what he is doing is perfectly legal, cop needs to shut the fuck up and get over it. Period.

I disagree, the police should have no fear of their activities being video taped in public and should ignore it and move on with their jobs.
