The disks are formatted EXT2, the default linux format. That being said there are fully functioning Windows Drivers for EXT2 as well.

I was debating between NAS and dedicated pc. I'm leaning toward the pc because the NAS does not support
1. NTFS which i need because I have those big ISO files?
2. Speed is slower, if I do raid 1, speed is even slower, right?

I do have some question though:
1. If i use a dedicated pc and setup WOL, how much power would it use in standby?
2. If i use on board raid rather than hardware raid, is it slower than the NAS?
3. If 1 drive fail in the NAS with raid 1 config, is it easy to replace?

I have this NAS setup with two 500GB drives split into a raid 0 and raid 1 partition. The software allows you to create partitions that span both drives allowing for separate simultaneous partition types. Over a gigabit network and on large files I've seen as high as 23MB/sec sustained rates. I'm not sure what the file size limitation is but I've got some files as large as 16GB without problems.

This is good for automated backups but I'm using mine mostly as external storage for a networked enabled media player that allows me to playback stored DVD iso images.

Note that since it uses it's own file system, you'll need to either buy new drives or have spare drives that you're prepared to have overwritten.

If you don't need the NAS capabilities, the 4 drive AMS Venus USB or eSata enclosures at Newegg may be a better buy.

Just so we're clear it's not some obscure filesystem, it is the tried ant true EXT2 filesystem using md RAIDs.
