I think they try.
Honestly, Piggly Wiggly is national. Actually they're the original super-market as we know it today. But since they're franchises, quality/cleanliness will vary.
Dominick's is a regional Chicago thing. It was bought by Safeway in 1998 and all the stores are now today are just Safeway stores with a different name.
Jewel Osco is the same way. It was Chicago based and Albertson's took it over in 1999. Everything inside is Albertson's, Albertson's brand food stuff and even Albertson's gasoline. But the sign on the door still says "Jewel". Go figure.
I guess they're paranoid about consumer backlash. Look what happened when Federated Stores changed Burdines, Kaufmann's and Marshall Fields to Macy's after their aquisitions.) Why are Hardee's called Carl Jr's in the West? Why is Checkers called Rally's in the West? People are weird.
