3.7 GPA, 1410 SAT I, 700/700/700 SAT II scores
3-4 years ago you would have gotten in easily but with todays inflated scores, you're slightly below the norm for the CS engineering major. Probably would have been better off applying to Life Sciences then transfering to Engineering. Either way, I would advise against coming to UCLA now for a couple reasons. Overcrowding is becoming a very serious issue. UCLA first years will end up in a very small triple 10x15 or a 6 person study lounge, parking is not guaranteed and is always gone by 830am. You're guaranteed dorm housing the first 2 years only. 3rd/4th years are going to be a problem with housing prices in westwood. My 2bed/2bath ~800ft apart 10min from campus was $2100 my third year, $2400 this year. Excessive demand is driving up prices every year. Atnother common dormcomplaint, my first year in the dorms I was pulling 400k download/ 30 ping but now STC has really choked the dorm bandwidth. No real problems on the academic side, 300-400 person classes aren't that bad and will generally shrink to 100 person classes in the later years. I've enjoyed my time at UCLA but if I personally wouldn't recommend appealing to come here given the current situation. Good luck with Cal!
