Dead board? Hrm

My computer was in storage over the summer and it has not worked since I have set it up. At first when I had everything all wired up I got the splash screen for the BIOS (which I thought I disabled) but I couldn?t bypass that and the system hung. After a few restarts (making sure everything was connected OK and there wasn?t anything loose) the splash screen refused to appear and the monitor just went into standby. The fans turn on and when I had the drives connected they power up, so the PS isn?t dead. Trouble shooting steps I have taken so far:
-I started removing cables and cards, but nothing seemed to work. Even to the point where the only cables plugged into the board were the power cables and the switch on the case nothing happened.
-Removed the ram, same thing, and no beeps either.
-Removed the video card, same story, no beeps, black screen.
-I plugged my multimeter into one of the molex connectors to make sure everything was getting enough voltage and that didn?t seem to be a problem.
-cleared the BIOS as per Asus instructions

I am pretty sure it is the board as the only other things it could be at this point are:
-CPU (never overclocked, and I have never heard of a bad CPU in years).
-Power supply (about 18 months old, but voltages seem to be stable)
-Switch on the case???

(relevant)Hardware:
1GB PC3200 Kingston ValueRAM
Asus A8V
A64 3500+ Winchester
AMD OE cpu fan
BFG Geforce 5900
Antec case with True blue 480W PS

I guess I will try to get an RMA number from Asus. It is weird as both
A) I have never had a problem with an ASUS board, ever
B) Everything else that was in storage is fine, so it isn't like humidity or heat killed it.

Long shot here... check the 115-volt ~ 230-volt slide switch on the rear of the PSU and ensure that it's fully in the 115-volt position. In the process of picking up, moving and setting down the case, I once had one get halfway, and it had the symptoms you describe.

Switched that and switched it back (it was on 115, but just to make sure)

Still no dice
