yes that is a micro ATX motherboard, it will fit fine in a normal ATX case. if you had an abnormally-shallow case that puts the 5 1/2" bays very close to the third vertical row of motherboard standoffs then you might not be able to put a long optical drive in the bottom 1 or 2 5-1/2" bays, but on most cases that isn't a problem.
It's a pretty good board for an Intel 810 chipset, but $40 sounds a bit high, you might find a better price or a newer board capable of supporting Tualatins, though I guess that board could still end up being the cheapest way to end up with all the basic features.
