I expected them to be refurb and re-sealed. NOT un tested and broken.
Sorry, wasn't really trying to imply anything. I guess what I've dealt with on refurbs may differ, as one instance I received a refurb from Logitech through a different e-tailer that was complete garbage, and a second instance (from newegg) was boxed and marked refurb, but in like new condition. Personally, I don't expect more from a refurb other than hopefully a clean, new looking board, hopefully with an I/O shield. As far as sealed... with any Biostar product I've ever seen, new or refurbed, it's in an anti-static package but there is no tape to the box or other packaging.
As far as whether or not it's tested, I am pretty sure that one is on Biostar, not newegg, IMO. Since they're moving 100s and 100s of products on a daily basis, I doubt they could keep their price point if they insisted on testing everything before it went out the door... matter of fact, I can't think of anyone that would do that. As far as your board being broken, it's definitely unfortunate, and one would hope newegg would make it right, but outside of that, it really seems to me like a chance you take when buying a refurbed part. Personally, I am willing to take the chance for the savings, but I expect no more than a clean working board in a brown box. Biostar exceeded my expectations on everything thus far, though I have yet to assemble the system around the parts yet, as I've been waiting for a few things.
