FWIW, I don't believe that sort of restriction is "The Law", so if anything, they would have to make you sign something (legal contract agreeing to those restrictions), and if you violated it, Intel would have to sue you for damages in civil court (breach of contract). It certainly wouldn't be worth their time, nor the bad PR they would get.
Intel does not have legal rights over their property past the first sale. It's called the "first sale" doctrine, look it up. The only way they could would be through a contractual stipulation or basically a leasing contract, which would make it something other than an outright sale.

As far as posting this in an open forum, why not? It's a hot deal for those employees that can get in on it. How is it any different than posting a local/regional hot deal, that only certain people can get in on? As far as the SB Dell coupon code thread being locked, the forum rules explicitly prohibit posting or requesting non-public coupon codes. They do not prohit posting of deals that may only apply to a certain limited portion of the population.
My personal guess is, this is a PR move by Intel to butter-up all of those retail sales drones out there (no offense), get them subconciously thinking warm and cozy thoughts about Intel for being so nice to them, and then them promoting Intel systems over AMD systems to customers this Christmas season. (Pretty clever of Intel, I must admit.)
