Looks like I'm gonna have to upgrade my 250W PSU anyway and the whole reason I went with the 9800 over the 6800 was I heard the 9800 would run fine on a lower watt psu and the 6800 required at least a 350w...hmmm....

It definitely because of your PSU. I'd recommend getting at least a 400w PSU, just to be safe with either the 9800 Pro or the 6800. I remember reading somewhere (Maximum PC?) that PSU's don't actually run at the stated wattage. For example, a 350w PSU might actually be ~320w or something while a 400w PSU will be ~370w.
You might even want to return the 9800 Pro to BB and jump on this deal instead. It's not even that much more, but it's a way better card. I'm tempted to sell my recently acquired 9800 Pro to my cousin so I can get it.
