They haven't upgraded me yet but I just called SBC tech support to ask if I can/should install the "internet 300" before the ugrade.

I said "what?" They're promising me 3 mbps and in practice it's said to be 5-6 mbps. He's looking up my account....
He says: don't touch that CD. He says they capped my line and he doesn't see an order in for me. I said, "they screwed up?" He said his advice is stick with the static IP, period. Don't touch that CD. He said he would see what he could do to uncap my line. Well, I don't know what to make of this, really. How much faster will it be? Is a dynamic IP really that much more trouble. He's saying it absolutely is. Who would know? He would. But I have to wonder if he isn't a jerk or something. But even a jerk wouldn't say stuff like that out of nowhere. I always figured a static IP would be less problematical but I'm not the voice of experience in TCP/IP, etc. etc. etc.

Edit: He comes back and says they are about to uncap my service and it will be 1.5 - 6.1 mbps, and for me it should turn out around 4.0. He says that were supposed to have done that as of 3/5, actually. He says if I call and cancel my "upgrade" (which made him laugh) he said I can keep my static IP, and he HIGHLY recommends doing just that. So, my next call is the billing department to cancel.
Edit2: 5 minutes later he comes back on the line and asks me to recycle my modem. I do so and go to dslreports/stest.com and my result is

Basically about 3.5 download, .515 upload. He says it showing 4.0, but I guess there's overhead and he said they couldn't run me maxed or it would stress the line or something like that. He said it is only the quality of the line that's keeping me below 6 mbps. I asked if that could improve if they improved the line and he said "yes." That would happen automatically, as it were. He stressed I should call the office and cancel my order. Well, this is almost 3 times as fast as I had a few minutes ago.
Edit3: SBC's billing department voice mail system is about the worst I've ever had the misfortune to find myself in. VM hell. Utter BS. I finally get a human and he says he can barely hear me. He promises to call me back... Goddam! He lied!
